WHEREAS in 2015 the Provincial Government after much lobbying by municipalities, moved to standardized billing for non-contracted (5.1) O.P.P locations; and WHEREAS this standardized billing provided much needed relief to municipalities like the Town of Prescott, who at the time, were at the top of the existing fee structure, but at the same time resulted in increased budget pressure on those municipalities toward the bottom of the same structure; and WHEREAS the inexorable upward creep of O.P.P costs during the ensuing ten years is once again becoming an undue burden on small municipalities throughout the province; and WHEREAS this increasing burden is limiting the funds available through taxation to address the maintenance and replacement of aging infrastructure and to manage operations in general. THEREFORE, BE IT RESOLVED that the Town of Prescott calls on the Provincial Government to once again re-examine the issue of O.P.P billing and act forthwith to reduce the impact on municipal budgets; and THAT a copy of this resolution be sent to the Premier of Ontario, the Minister of Solicitor General, the Minister of Finance, the Association of Municipalities of Ontario, and all municipalities in Leeds and Grenville.
