COUNCIL AGENDA

That the agenda for the Council meeting of March 16, 2026, be approved as presented.

That the Special Council Minutes dated March 2, 2026, be accepted as presented.

That the Regular Council Minutes dated March 2, 2026, be accepted as presented.

THAT Council enacts By-Law 17-2026 being a by-law to delegate certain authorities to the Chief Administrative Officer for certain acts during the Lame Duck Period for the Corporation of the Town of Prescott; and THAT the by-law shall come into force only in the event if it is determined by the Municipal Clerk, or delegate with certainty, that less than three- quarters (75 percent) of the current members of Council will be returning to sit on the new Council.

That By-Law 18-2026, being a By-Law to Adopt a Use of Corporate Resources Policy for the Corporation of the Town of Prescott, be read and passed, signed by the Mayor and Clerk, and sealed by the seal of the Corporation.

That Council approve and adopt the updated HR 500-03: Policy Performance Review Policy and associated Evaluation Form.

That Council receive Staff Report 17-2026 for information as the annual disclosure of 2025 remuneration and expenses paid to members of Council, as per Section 284 of the Municipal Act.

That Council accepts the Prescott Drinking Water System and Wastewater System Annual Reports for 2025.

Motion to Amend: THAT the motion be amended to remove the Prescott Family Health Team allocation of $360 in-kind, to be considered separately.

THAT Council approves the 2026 Community Grant allocation recommendations for Intake #1, totaling $52,000 in financial support and the in-kind requests as outlined in Staff Report 19-2026.

That By-Law 19-2026, being a By-Law to Amend Zoning By-Law 09-2009, as amended, being a B-Law to Regulate the Use of Land, Buildings and Structures within the Town of Prescott, be read and passed, signed by the Mayor and Clerk, and sealed by the seal of the Corporation.

That By-Law 20-2026, being a By-Law to Adopt an Amendment to the Town of Prescott Official Plan Pursuant to Sections 17 and 21 of the Planning Act 1990, as amended, in respect to a Parcel of Land within the Town of Prescott (File No. OPA-2025-001), be read and passed, signed by the Mayor and Clerk, and sealed by the seal of the Corporation.

THAT Council move into Closed Session at 7:09 p.m. to discuss matters pertaining to: 19.1 Approval of Closed Session Minutes (March 2, 2026) 19.2 Potential Litigation Under Section 239(2)(e) under the Municipal Act - litigation or potential litigation; AND That the CAO/Treasurer, Director of Administration/Clerk, and Deputy Clerk remain in the room.

That By-Law 21-2026, being a by-law to confirm the proceedings of the Council meeting held on March 16, 2026, be read and passed, signed by the Mayor and Clerk, and sealed by the seal of the Corporation.
